This is not a bug. 

This is a request of optimization of GUI and interaction style with the WB, for 
the benefit of users with low or irregular connectivity.

In case of low or irregular connectivity, as here in Iquitos or many other 
places in the world, it is crucial to pay attention to a number of issues --- 
once considered sign of good style!! 

I list below a few of them I have been discussing with users these days:

- number of clicks needed to get somewhere: every click may correspond to 
several seconds or minutes of waiting...

- appropriate labeling of buttons, tabs, links etc, which ultimately 
corresponds to fewer clicks to find the info sought for. 

- weight of the pages. 

- downloadable documents when possible: for example the user manual for the WB 
is something that should also be accessible off line for quick reference.
