button Add and repeat should be shown already after creation of first term for new concept

When creating a new concept, one has provide a term to be used as label for the 
concept. Right now, after providing the first label and clicking submit, the 
user is prompted with a new window titled "Add new term to concept ...", 
showing 3 buttons: add, add and repeat, cancel. 

Now, I think the "add and repeat" one should be added already to the first 
window. Not only to the second one. 

What steps will reproduce the problem?
