Add common dependencies needed for WASI components #3

At minimum, this includes the basic wit files used by the wasmatic runtime. It is also any other common library functions we want to share between WASI components.

Whoops... because the repo was empty, when I pushed my feature branch I accidentally set it to the default branch. I don't have permissions to rename to main or change the default branch, but I'm guessing you'll want to do one of those things. I just copy pasted the wasmatic wit in my branch.

I just dragged it into "In Progress" as you are working on it. Now the repo is fixed, please make a PR and link it to this issue
