Proposed change(s): Remove local pull request template to use the default one from the .github repository

Too bad the build checks run on this PR... Anyway, it needs approval to be merged.

This PR should be paused since the default template has been removed (LeastAuthority/.github#3).

Based on recent discussions, mostly in LeastAuthority/it-ops#145, we non longer have an org-wide default template (LeastAuthority/.github#3), and are unlikely to ever add one that matches requirements for this repository.
