[Bug]: Fluid Drilling Rig cannot be formed. #288

Issue Summary

Attempted to form a fluid drilling rig and it would not form. I went to 1.12 NomiCEu and it formed with the same design. Either the multiblock info is wrong for 1.20 and it wants something nonobvious., or its broken.

Reproduction steps

Try to form a rig with 15 frames, 9 solid steel, a controller, an mv hatch and an output bus.

I found out the issue. The quest for the fluid rig tells you to make solid steel machine casing. In reality, you need to make solid machine casing. So multiblock works, quest is wrong.

Was already mentioned in the quest book issue topic.
