Add FAQ for Guild Negotiations re: forcing the Advocate’s consent even if you didn’t call the Summit #72

The general consensus is that the Advocate’s consent can be forced at any point during the Summit i.e. by the Summit caller in the Call to Order and by anyone during Negotiations, but the spacing on the card makes it slightly unclear…

If this is the case, Guild Negotiations should perhaps have an FAQ to the effect of the clarification / reminder text on Peace Accords:

‘You can return Favors to force the Advocate’s consent even if you didn’t call the Summit.’

I thought all the forcing of consent obviously had to happen during Call of Order. But after some discussion, it becomes much less clear to me the intended timing of Summit consent

For reference: Peace Accord said in reminder text that it is possible to gain consent by returning a favor "even if you didn't call the Summit".

Monopoly Consent on the other hand defines returning favor to force consent as "In the Call to Order"

Guild Negotiations does not mention the timing.
