Full retention update synthpop generation #460

To update to latest synthpop functionality. Wasn't possible with cherry-picking, so had to merge with entirety of child_poverty_May24, as latest synthpop stuff was there.

Merging as working (although note bodge in estimate_RandomForestOrdinal to get it working).
