needs someone to test baseline/child poverty and run some plots to see if its still working as intended.

need to only save 2020csv for baseline and make sure this baseline is duplicated for every tag in the plotting script.

@paddy-r split this up as we discussed. do micromamba PR 463 first.

this branch then adds in

only saving desired column subset specified in config. also only saves one 2020 csv.
delete dead simulants to free up RAM.
fixing LOCF again.
fixing housing quality composite.
making sure handovers look good.
change in lineplot rendering only using one csv of data from 2020.

How does that look, @RobertClay? If okay, we're good to merge I reckon. Mortality rate looks good, as another sanity check.
