Track issues on GitHub instead of google code. Close Google code repository #690

Hi, since GitHub is more popular why not allow issues to be reported there and 
close this repo altogether? Why have two instances where the repo is hosted?

This makes sense, but it's a longer-term project.  We can't simply abandon the 
issues present here; they must be migrated cleanly and with issue numbers 
intact.  There is at least one script capable of doing this, but it's a 
one-time operation; if anything goes wrong there is no way to undo on the 
Github side.

So this requires some thought and careful planning.  I'll consider it after the 
next major release, when the list of outstanding issues is more stable.
