After drawing a feature it often does not appear on the map unless a zoom or refresh is done #61

This confuses the user as it seems as if the data disappeared and was not 
entered.  Can a refresh of some sort be done so that the newly entered feature 
is displayed immediately? 

This bug will hold up deployment of the 911 SETB and DFG PriHab apps.

I've been unable to reproduce this problem.  Can we go over this together so I 
can see the problem in "real time"?  It's possible that another of the fixes in 
this set of updates has resolved this issue, as well.

The solution to this problem was easy - layertitle in toolConfig js for the 
editing layer must exactly match the title in the legend (which is from the 
folderset).
