There is a major change in vs 2017 for extensions. We need to upgrade to 2017 before I can successfully upload to ms gallery. Here is the change:

I managed to get it work once before. See if you can get it work with vs 2017 rc.

OK there is a working version before on git. Manifest file needs to be edited manually (I can not get the visual editor to work last time)
