Add Multi-Language Support (Chinese)

Add support for Fact-checking in Chinese:

• chatgpt_prompt_zhadd prompt in Chinese for claim decomposition, check-worthy detection, query generation and verification.
• logger.py add utf-8 encoding to enable logging non-ascii characters (to avoid "UnicodeDecodeError: 'charmap' codec can't decode byte" using reverse_geocoder).
• minimal_test.py add support for multi-lingual minimal test, default is english.
• minimal_test_en.json rename from original minimal_test.json.
• minimal_test_zh.json add test cases for Chinese.
• fix fake8 error.
• All minimal tests passed :white_check_mark:.
