Program crashes when clicking on layers after program opens #108

From user Mark Valentine: Open software, click on Layers...immediately crashes Version: 3.0.6489.18406

Assumption at the moment is that this is due to a project not being open and attempting to click on the managers (layer or object). The manager buttons need to be disabled if a project is not open.
