Split off instarepl #62

Close #59. This removes instarepl from the Clojure plugin and moves it to https://github.com/LightTable/ClojureInstarepl. On Wednesday or later I plan to:

Merge and release plugin and lein-light-nrepl as 0.3.0
Update README of ClojureInstarepl
Bump Clojure dependency of ClojureInstarepl
Release lein-light-nrepl-instarepl and ClojureInstarepl plugin
Announce the instarepl move on the mailing list and say that we're looking for a maintainer though we will maintain it until at least 0.9.0
Move all instarepl issues to the new repository
