Death Talon Wyrmguard, Death Talon Overseer and Chromaggus in BWL all have permanent -75% Holy spell school damage shield #64

Hammer of Wrath Rank 3 425 mana 30 yd range 1 sec cast Hurls a hammer that strikes an enemy for 504 to 557 Holy damage. Only usable on enemies that have 20% or less health. http://db.vanillagaming.org/?spell=24239

With a permanent -75% Holy damage aura in effect, this Paladin's Hammer of Wrath damage would have only been from 126-139 (based on 504 x 0.25 and 556 x 0.25).

The Hammer of Wrath damage would appear to be a 25% partial resist (378 to 417) given the tooltip damage range shown listed:

504 x 0.75 = 378 556 x 0.75 = 417

That number could easily be 195 + there's videos from cata where holy damage is being reduced.

I'll repeat here:

195 doesn't fit within the -75% permanent aura but a 25% partial resist does for 395.

You even said as much yourself in your post for the Stratholme Holy Water bug report - the math has to fit - and 195 doesn't.

OK, so in the interest of transparency here, I spent some time this weekend looking for old Vanilla era videos showing a Paladin using either their Seal, Consecration or Hammer of Wrath against Chromaggus - alas most of the videos either don't show a Paladin PoV at all or at best the ones with Paladin PoV just stand wearing dresses spamming their cleanse buttons:

But in this clip, we can finally see a Paladin using Hammer of Wrath against Chromaggus:

but I'm not 100% sure on the dmg that HoW lands for - here's a screensot - is it 132 or 432? chrom_how

He throws Hammer of Wrath a few more times but unfortunately his UI covers up the dmg when it lands

possibly, but in the previous video, I likewise don't know how it could be 195 as the damage range doesn't fit for a permanent -75% dmg reduction aura by the boss

we seem to have two vanilla era videos that rather than confirm either one of our theories, actually work against one another
