I have also noticed that uncovering the Pelican puzzle is hard to guess for most of the people I saw playing it (well, 2). It seems like the combination of quite hard reference and missing knowledge on the type/difficulty/genre of the game
Since it is the very first puzzle, it might be neat to guide your players a bit. Maybe adding some copy to the Pinguine (I can imagine that instead of "have you found what you're looking for", it would say something about birds or chatty Pelicans). Something like "Even pelicans are chatty if you are persistent enough". Once Pelican drops the object, the current Pinguine copy would appear.
Also, it does seem obvious what has Pelican done - in my imagination if the view port moved with the Pelican a bit showing the falling package about in the middle of the screen, it could be a nice hint 😇
