GWAS.set_strongest causes ontology inconsitency #75

I noticed that I put this in GWAS, though really it should be in Ontology or otherwise should be voided if we are not dealing with GWASes, as I believe it will cause an error with other ontologies. I will remedy this while figuring out #74.

Moved these functions to the main ontology class. Added some descriptions too. They are need for the benefit of being able to find the candidate list later (in my case, in COB). Fixed in #73
