[Config] Backport Config Changes from Upstreams #42

This is a review of config change from WSL2 kernel and Xanmod kernel.

From WSL2:

CONFIG_AUDIT
CONFIG_SCSI_SCAN_ASYNC
- They developed the patch early this year for Azure to speed up booting, and enabled for WSL2 now.

From Xanmod:

CONFIG_TCP_CONG_BBR -- This was BBRv2 before, but latest xanmod source switched to BBRv3 and removed BBR2 config option (so it actually falls back to Reno/Cubic for a while).
- Google somehow implements BBRv3 as drop-in replacement of BBRv1, so it's not CONFIG_TCP_CONG_BBR3

Clang don' like BBRv3 code, it needs extra patch to fix.

(Looks like) BBRv3 is not applied to xanmod6.1 though, patching it on 6.5 should be enough?
