Ally Zul'drak problem with Sabotage quest #767

The type for the entry is Finish quest, but to finish the quest, one needs to 
do hand in Fuel for the 
Fire and accept and finish Disclosure. Perhaps the order should be a bit 
different, if for instance 
one puts Sabotage after Disclosure, the only thing left will be the wagon 
destructions.
