Incorrect AI opinions towards World Ideologies #8525

1. Mod version (X.Y.Z, e.g. 1.3.4): 1.3.4

2. Mod list (if using Vox Populi only, leave blank): Community Patch only, no Community Balance Overhaul

3. Error description: There seems to be an error in determining how the proposal of a World Ideology affects AI civs. AI civilisations react negatively if their own ideology is proposed as a World Ideology:

On the other hand, they also don't like it if the World Ideology is repealed, even if they follow a different ideology (Russia in the example below): Screenshot (14) Screenshot (15)
