Probably working as intended - the city that purchased the tile (gold or culture) is the one that can build the stable.
should be easy to change this behavior but that might lead to exploits? so i tend towards keeping it as is

3. Error description: I can't build a stable in the city Adwa. Originally the horse tile was clamied by Dire Dawa. Even switching the tile to Adwa and working it for a turn doesn't fix it.
