Description

(Large PR)

Migrate all handlers to kotlin, maintaining java compatibility.
Moves IPacketMsg to the callback constructors
Remove outdated tests as we now check for NonNull parameters.
Tweak samples for changes and error logging.
Add FriendCache class in SteamFriends
Add misc missing documentation and variables that SK may have had.

SteamTrading handler excluded for now as it's planned to be removed in another PR.

Checks off "PR 1390" in #181

Man, either I'm rusty at git, or rebasing failed tremendously. Closing with a new PR soon to lower the commit spam like in this one :)
