If a version goes retrograde (i.e. was 1.2.3, is now 1.2.2), 'newest-voom-ver-by-spec should present both the highest version (as constrained by spec) and, if it exists, the tip most version still matching spec. Said differently, if the highest version and the tip most version (both as constrained by spec) are different, show both.
