[ITEM / MAGE] Frost Grenade shares cd with Frost Nova

Frost grenades currently share cd with the Frost Nova mage spell, while they were never intended to.

Currently you can use Frost Grenade, then Frost Nova, but you can't use Frost Nova then Frost Grenade while Frost Nova is on CD.

• mage uses frost nova at 0:43
• mage throws frost grenade at 0:48
