Despite intermittently trying to figure out what was causing this, over the span of several years using DockBarX, I still have yet to isolate the issue or figure out how to replicate it -- besides simply using DockBarX for a long period, at which point it will eventually happen.
So, some background. I am using DockBarX with XFCE, using the XFCE panel plugin. My OS is Linux lithium 4.18.19.a-1-hardened #1 SMP PREEMPT Wed Nov 14 01:17:16 CET 2018 x86_64 GNU/Linux, and all my packages are up to date with the Arch Linux repo and the AUR packages (xfce4-panel 4.12.2-1, dockbarx 0.93-1, xfce4-dockbarx-plugin 0.5-1, xfwm4 4.12.5-1).
This issue has followed me throughout multiple distros, including Linux Mint XFCE edition and Debian, so this is definitely not a recent regression (or if it is, it's acting exactly like a previously existing bug).
During use, when the window selector pops up as normal, sometimes it just stays open. And it does this even when clicking on it, IIRC -- only to vanish once I hover over another window, which most likely updates the window selector state.
I'm not sure what is happening, but I suspect that boundary detection code somewhere is flawed. In case it's relevant, my screen dimensions are 1366x768. Let me know what other information I can provide.
