Verified Municipal User Signup Issue #295

Describe the bug During new user signup, users requesting verification representing either city or town government get an error reading: 'Unable to select a municipality at this time'.

Steps to reproduce

  1. Go to https://www.massbuilds.com/map?panel=signup
  2. Scroll down to 'Would you like to request verified status?'
  3. Click on 'Yes, as a member of city or town government'
  4. See error

Expected behavior Signup button should remain at the button for new users to click and complete signup process.
