HW-Reset from within FREEZER breaks sprite display

Problem is two part, both found in setup_menu_screen viciv_regs block:

• D073 is set to 0x11, which sets RASTERHEIGHT to 1 (normally 0), this causes sprite squeeze
• D067 is set to 0x00, which shifts sprites left (nromally 0x1f)
