Create new Redis cluster for KC prod #971

Create a new cluster (engine cache.m7g.large instead of cache.m6g.large) to replace existing cluster that has an older engine and software version. The new cluster has slow and engine logs enabled and delivered to CloudWatch.

New cluster created. Switched from cache.m6g.xlarge to cache.m7g.large because the previous configuration was underutilized. m7g uses the newer Graviton3 processor which offers up to 25% better compute performance compared to m6g's Graviton2. It also features DDR5 memory with 50% higher memory bandwidth compared to m6g's DDR4.
