Remove unnecessary #ifdef ALLOW_ECCO in ECCO.h. See MITgcm pull request https://github.com/MITgcm/MITgcm/pull/508.

I am closing this PR, because we decided in the dev meeting to still keep ALLOW_ECCO in files under pkg/ecco. See the commit https://github.com/MITgcm/MITgcm/pull/508/commits/57bb8e359e860da12ca0e2554150520c537ed9a1
