renaming ctrl_dummy.h update #65

following main MITgcm code PR https://github.com/MITgcm/MITgcm/pull/768 rename "ctrl_dummy.h" to "CTRL_DUMMY.h" and remove 2 obsolete pkg/ctrl CPP options.
