MT3D and MF6 #73

just an FYI, vivek is aware of issue. i have been using MT3D-USGS with MF6. vivek and i added interim MAW support. issue is logic determining packages. right now i understand MT3D-USGS checks headers in first time step of cell-by-cell flow file for packages. if first MAW, for example, comes on in a later period, MF6 does not write a 0 list MAW header to flow file, and so MT3D-USGS does not pick it up initially, and is ignored throughout simulation.

never mind it does work. was using an old EXE.
