Test building with Singularity #16

Before releasing / announcing, make sure that the container builds without issue on Singularity and that everything works as expected. Some HPC sysadmins have ended up building their own MRtrix3 container recipes in order to provide the software to their users, it would be preferable if they could instead just use ours.

Nevermind; forgetting that you can't build a Singularity image directly from a Dockerfile, you can only convert from the build Docker image.
