alert developers somehow whenever an email is sent to the doi mailbox that contains "status: failure" in the body

we looked at the gaggle UI and didn't see anything so this needs some investigation/reporting back. maybe instead of emailing gaggle mailbox have OSTI email a PNNL email inbox that can have a rule to foward only when there's an error. Or maybe email jira and have rule there
