Merge Discogs Scraper #7

Created a lib folder into metadb/scrapers the discogscraper class discogscraper.py the scrape method in the discogssg.py script Tested with this command: python2.7 lookup.py --module metadb.scrapers.discogs.discogssg --artist "shellac" --recording "song of the minerals" --mbid "1234" --save
