Stopped getting gold scrap for 400 years

Issue description

From JD:

• I stopped getting gold scrap, no idea WHY and haven't had gold scrap for about 400 years....
• Then during the stream it came back some how... no idea why....
• I did press lots of buttons upped and lowered the recycling percentage, I also upped the amount of laptops and white goods the people got hoping that it would make some of difference and then it started work as the stream progressed
• oh I also removed all 4 6 recycling plans and rebuilt them as a attempt to get them to work again
• 2 saves one taken when I noticed and a 2nd taken when it started to come back...

Another update from JD: gold scrap is still a interesting problem... Ive gone from getting 0 scrap to now i get more gold scrap then gold i use!

I stopped getting gold scrap at 3200 years and its been 600 years and deleted all the laptops and reclyclers and tryed still nothing. i closest save is 30 days old at 2500 years :( NO MODS.... same game seed as JD-plays and same map
