The progressive disclosure could be removed from the filter, leaving only population, but an optimal value can help prevent too many cities from being plotted in a clump that makes the map visually unappealing or unreadable.
Regardless, we should be able to compare the coordinates of each city point to ensure they aren't plotted too closely (the highest populated city in a clump like that would prevail).
Perhaps there could be a flag to allow the user to manually specify which cities they want plotted?
