VM Console for oVirt provider stuck in connecting state

Issue description:

• VM Console for VMs in oVirt platform stuck in connecting state

When issue occur:

• Always when try to open VM console

Is the VM console works directly from oVirt:

• With noVNC console options it works

Errors:

• Uncaught ReferenceError: RFB is not defined from browser console . File remote_consoles_vnc.js

System information:

• Version petrosian-1.20230912222549_a07cb46
• oVirt Provider 4.5.6-1.el8

I do recognize it, but I never got around to looking into it (https://github.com/ManageIQ/manageiq-ui-classic/issues/8600)
