Allow the web ui to send push notifications to the user when the Betting stops due to an error

Note: Notifications require https to be enabled

This should be done with a general web ui update. Tasks:

Still to do:

[x] Add support for UPnP
[x] Open ports on the router's firewall if requested
[x] Close the ports once the program closes
[x] Add an option to the settings to enable this (should be disabled by default)
[x] Convert the current methods to a class component
