Test Nanbu collisional operator theory for polar scattering angle #15

This issue documents that validation of the scattering angle calculated by Nanbu in his paper:

Theory of cumulative small-angle collisions in plasmas

The aim of this issue is to understand the argument for why the function chosen for the expectation of the cumulative scattering angle is appropriate.

I've validated the Nanbu theory in the paper using this model - further work would try to update the collisional model for different scattering approximations tailored to different conditions.
