Sometimes it shows in tanks purity getting into the 150% range and valves seem to ignore the values all together.
are all of them made by you or did you find some broken ones out in the world as well?
All made, not found. Also there is a related defect someone posted about RLC vanishing in tanks which I also saw when trying to redo tanks. Another side affect is any of the crystals made via the crystalizer with the bad fluid don't seem to exist yet when one of them ended up in my AE2 system AE2 keeps cloning them (yet I can't remove them) as they don't seem to exist (I open a terminal and it initially shows a row of crystals but it keeps adding a new non-existant crystal copy until the server crashes.) NBT data gone bad perhaps?

Speculating that it may have to do with multiple tanks above a smelter. Going to test single tank and multi-tank and get back to you on the results.

Did some tests, it is the purifiers that are getting corrupted. Perhaps their internal buffer. Had both single and multitank setups (1 smelter to tank with pufifier on top) and was getting bad RLC. Placed fresh tank and fresh Purifier and no bugged fluid. My guess is that there is some error creeping in when the purifier is grabbing fluid then dumping in back into the mix and borking the entire tank contents and any subsequently added fluid.

Narrowed it down. Can reproduce now a bit more consistently. Make a tank setup like below:
PPPP TTTTT SSSSS LLLLL
(Purifier, Tank, Smelter, Lava)
Results in invalid fluid after a period of time. Sometimes instantly, sometimes it starts after a few hours.
All tanks, purifiers, and smelters then need to be replaced to reset is back to normal. It has to do with multiple smelters inputting into tanks that are attached to purifiers that are puling stuff out.
If you watch the purity value as RLC is made my guess is the Purifiers are pulling from the tank, the Smelters are adding to the tank and the tanks are dividing out the content until some weird math results in some negative values perhaps. Maybe the order in which the mixing is conducted when multiple smelters and purifiers are fighting over the resulting fluid.

Using DNSTechpack 1.7.10. My test setup also brought TPS to like 2 and the console spam issue that was reported in another bug. I think the culprit ultimately may lay with Multiblock tanks and possibly when chunk loaded (Trying to register tileentity spam from the ElectCore library). I haven't seen any issue with single tank setups with bad RLC values.

Getting this as well. After infusing with a laser to 30% strength and efficiency, and 99.something% purity, it produced a crystal with (from NBT data) {efficiency:NaNf, strength:NaNf, etc, etc}. Tried again without infusing, and after a valve, the fluid has corrupted values for purify, strength and efficiency. The crystal, of course, ends up with those NaN values in the NBT. Seems ok immediately after the purifier.
As it moves through tanks and valves, it seems to end up with those NaN values in the NBT. I only have one purifier.
This is with deepresonance-1.9.4-1.2.0beta34.jar, ElecCore-1.9.4-1.5.292.jar, mcjtylib-1.9.4-1.9.1.jar, and forge 1965.
Using the setup above, I also ended up with NaNs as Quality, Strength and Efficiency, just after purifying. I didn't use the laser at all.
This happened twice so far, but I can't reproduce it. As far as I can tell, I did everything exactly the same - put 30 ore in the smelter - but it didn't corrupt it this time. Maybe I modified the tank setup? I'm not sure...
Ran into a similar issue with "deepresonance-1.1x-1.4.2.jar" version except when I use JEI on the resulting crystal it shows
Strength/Efficiency/Purity: ?%/?%/84.12% Power Left: ?% (0 RF/t)
where ? looks like some sort of weird ascii character as opposed to just a normal question mark. It was showing the same weird character during the purifier cycle.
This issue seems to have cropped up again when I used a couple of valves pushing into a double tank (two tanks side-by-side.

How are you moving around the liquids? What mods are involved?
I tried putting an evilcraft dark tank below the valve but the valve wouldn't output to it. I replaced it with a DR tank and then used an EnderIO fluid conduit to pump the liquid into the dark tank for storage. This was working fine until II got frustrated with the extremely slow rate the valve was permitting so I was going to put more valves on it. I started small, only one extra valve, I put the valve right next to the other and placed another tank, I knew the tasks would operate as one. A short while later I noticed the tanks had started filling up instead of being pumped into the dark tank, the other tank still had stuff in it but want accepting any more. Though I couldn't see what the values in the dark tank were so I checked the values in the deep resonance output tank, that's when II noticed the two question mark characters for strength and efficiency, the values were still correct in the top tank (the one feeding the valve).

Can you show me a screenshot of this faulty tank with The One Probe active so I can see that info?
Also note that you cannot really put RCL in tanks from other mods since those tanks don't know how to mix liquids. So if you have RCL of (for example) 99.5% purity and RCL of 99.51% purity then those are different liquids. A Deep Resonance tank can mix that but no other tank can.
Unfortunately I can't take a picture of it as I went in and fixed it with an NBT edit. The values were listed as NaN, the dreaded NaN which spreads to other things, which it did when I tried to mix it back in to the origin tank (however it never actually drained out, it filled up the larger tank above the filter but didn't empty out. The liquid inside the dark tank was fine.
Thanks for the info RE mixing, I kinda figured. I haven't been trying to mix anything in the dark tanks, they're solely for storage.

as an extension of this, it seems that once a fluid gets bugged, trying to pull from one tank into another with ender fluid conduits from enderIO produces infinite RCL in the destination tank. I am currently running the 1.12.2 version of the mod in FTB Revelations, for reference.
I get 150% purity and ? marks for Strength Efficiency and Quality.
