don't see hand tool when sending chart link to a friend #71

Describe the bug

When I look at a chart I created I see some icons in the upper right hand including the hand icon so i can pan around the chart.

However, when I send the link of the chart to my friend he does not see the hand and can't figure out how to pan around the chart.

Not sure if it matters but I am a pro-tier subscriber and my friend is not.

Desktop (please complete the following information): I think he is on Chrome on Max.

@devtooligan It looks like the visual editor menu is not available, which makes me think that when your friend is opening the diagram it is in read only mode. Pan/Zoom should still show up in that scenario, but I will check and see if that is what is going on.
