Windows Server 2019 -- not working #1989

Feedback

I followed the steps to install wsl in Windows Server 2019 and didn't encounter any error, however I still can't run wsl successfully. I am getting this:

C:\Windows\system32> wsl
Windows Subsystem for Linux has no installed distributions.
Distributions can be installed by visiting the Microsoft Store:
https://aka.ms/wslstore

It is worth noting the contents of the downloaded Ubuntu appx folder:

There is no ubuntu.exe file in there, as the documentation suggests. What am I missing?
