Update: I ran into this as well. The plural name and GUID have been corrected in https://github.com/MicrosoftDocs/azure-docs-pr/pull/265385
It is still not listed on the "built-in" roles page however

This page documents the role "Key Vault Certificates User" with id a4417e6f-fecd-4de8-b567-7b0420556985. Both of these are incorrect. The correct role name is "Key Vault Certificate User" (not plural). The id shown has been copied from the previous role (Key Vult Certificates Officer).
This is a significant error since unless you can guess the correct role name one is forced to use an administrator role. Pearticularly since the the "Key Vault Certificate User" role is not listed in the built in roles.
