Thanks for working on this! Small improvements could be:

changing the URL to http://bit.ly/gtfs-flex-v2 since Aaron wanted us to stop using the "GTFS-DRT" naming (it's mainly if people want to copy/past this link from here).
After sentence like "flexible transit routing is in the process of being merged into the coming OTP 1.4.", I always like to put the date. For example it could be "flexible transit routing is currently (as of 2019-01-05) in the process of being merged into the coming OTP 1.4."
"At this time, discussion [...]" I would remove the "At this time".
