Removed "(in release candidate)" from OTP2 reference, updated the OTP link address.

@westontrillium I don't understand this sentence:

The code in this repo is version 2 of GTFS and the official proposal for an extension to GTFS that covers all demand-responsive services for the purposes of discovery in trip planning.

What is version 2 of GTFS? Perhaps we could rewrite to:

The code in this repo contains the official proposal for GTF-Flex v2, a GTFS extension that covers all demand-responsive services for the purposes of discovery in trip planning.

Thougts?

@scmcca I think that should have been "version 2 of GTFS-Flex."

At any rate, your proposed sentence sounds better and I'll edit the README.md accordingly.
