branch policies #44

I think we would benefit from some branch policies. My Ideas are the following:

no pushes to main. Only Pull Requests with passed Action Pipeline and at least one Review.
no pushes to Dev. Only Pull Requests with passed Action Pipeline.

In my imagination this could reduce our action runtime. I also accidentally updated the mainbranch earlier...It Wasnt a Problem, but it could have been:) This would not have happened with the right policies:)

What do you think?

This seems to be a good idea and reasonable. When we discussed this earlier in a meeting, we already talked about these rules, so why not implement them as a policy so mistakes are not possible any longer.
