Incorrect active label #52

When an instance fails to complete setup (often due to 10 minute timeout), the status label on the issue still gets an "active" label (at least for a while). This is confusing to the user since, because it is indeed not active and also they might be wondering why they didn't get a credential email.

Can we make this more robust?
