Because of this module, for GR-1, otsdaq_mu2e_tracker has to depend on Offline

considerations of modularity favor an organization of a software system in which code corresponding to each subdetector is built independently. In this case an unresolved reference in the calorimeter software, taken as an example, would not prevent the tracker code from running, and vice versa
