Not quite sure what the problem could be there. Maybe try moving the building back to player inventory then moving it back to planet inventory.
I think I managed to reproduce the problem with coal. It looks like coal itself is ok, but there is some kind of production collision. I tested it with Novellum and here are results. After cleaning planet to inventory:
Is it a bug with any building that gives Matierals every couple of seconds?

- Set up coal factory, wait till production starts, set up recycling center, aluminium production starts, but coal is no longer being produced.
- After setting up iron factory, Novellum's coal stopped being produced.
- Novellum's steel factory was preventing iron from being produced.

Doesn't look like it. I checked Recycling Center > Mining Rig and both were working properly, even after hard-refresh.
After a while the coal factory stops working, i am no longer receiving coal from it. This is not just me, someone posted on reddit about it: http://www.reddit.com/r/multiverseminer/comments/2cmmjt/buildings_not_working/ (Though they apparently did not post it here)
