Importing CSV file does not produce same subs listing as exported CSV file (due to quotes) #197

What steps will reproduce the problem?
1. Export a sub listing as CSV file which has quotes ("example") on various 
lines
2. Open in spreadsheet program.
3. Re-import same CSV file in STE

What is the expected output? What do you see instead?
Expect that imported file shows same subs list as exported list.
Instead, I see that quotes are given their own lines or moved around or 
duplicated.

What version of the product are you using? On what operating system?
3.3 v8 on Win 7
